The effect is inductive effect. That causes the structure of thiol to be more acidic in case of given example.

inductive effect is polarization of sigma bond due to electron withdrawing or electron donating tendency of substituent.

In the above case, the more close the Cl atom at this group, the structure should be more acidic. We see that, the circle structure is more acidic because it's alpha position is di substituted with 2- Cl group.

the Cl is an electron withdrawing group which pulls the electron towards itself and makes the structure more acidic. Therefore it shows negative inductive effect or -I effect.
