Irregular verbs are the result of language evolution and were not based on deliberately design choices.
Explanation:
Very few languages have been deliberately "made". One notable exception is Esparanto (which has no irregular verbs).
One might better ask "how is it that there are so (relatively) few irregular verbs in most languages?"
